James M. Porche, 48, of the 1700 block of Bluff Ave. was charged Monday with trafficking in synthetic drugs, first-degree trafficking in a controlled substance (heroin), first-degree possession of a controlled substance (meth; 2nd offense) and possession of drug paraphernalia.
