• Carlos E. Hernandez, 20, of the 1500 block of W. 3rd Street was charged Saturday with second-degree strangulation.
• Michael Whittaker, 31, of the 600 block of Bolivar Street was charged Mondy with first-degree possession of a controlled substance (meth).
• Trevor Ballard, 22, of the 1700 block of Lee Court was charged Monday with first-degree possession of a controlled substance (carfentanil or fentanyl).
