The City of Owensboro is asking residents to weigh in on two key planning documents that will shape local housing, development, and economic initiatives over the next several years.
The city’s Community Development Department is preparing to submit its 2025–2029 Consolidated Plan and 2025–2026 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD). Both plans are now available for public review and comment through April 18 at 5 p.m.
As an entitlement community for HUD’s Community Development Block Grant (CDBG) program and a participating jurisdiction in the HOME Investment Partnership Program, the City is required to submit these plans to outline priorities and strategies for addressing community development needs, housing assistance, and economic growth.
“These plans outline priorities, proposed activities, and strategies to improve the quality of life for Owensboro residents,” the department said in a release.
Residents can review the plans in person at the Community Development Department, located at 101 East 4th Street, or online at Owensboro.org under the Community Development tab.

A second public hearing will be scheduled at a later date to provide additional opportunities for community input. The City expects to submit the final plans to HUD on or around May 2.
