Local group planning to turn former Towne Square Mall into family entertainment center

A local group is planning an $18 million project to turn the former Towne Square Mall into an indoor/outdoor family entertainment center.

During a special called meeting on October 30, 2024, the Kentucky Tourism Development Finance Authority granted preliminary approval of the project to TS Entertainment, LLC.

Representatives with TS Entertainment, a group comprising a handful of local investors, have declined to speak with Owensboro Times about the project multiple times since that time. A representative said the group was waiting to release information once more details were finalized.

KTDFA documents from the October 30 meeting show the project description as follows:

“The Applicant is proposing a multi-concept indoor/outdoor entertainment destination. The family entertainment center includes indoor golf, laser tag, bowling, an arcade, go cart track, kids’ playground and a variety of lawn games. With an indoor lawn and stage area, they can host special events and concerts.”

According to the KTDFA document, the total estimated project cost is $18,297,000. The maximum potential sales tax rebate, up to 25 percent of project costs, is estimated at $4,574,250.

The document shows the development is slated to begin in May 2025 with a target completion of April 2026.

According to the document, TS Entertainment indicated that following the third year of operation, the “tourism attraction project” will attract at least 25 percent of its visitors from among people who are not residents of Kentucky.

The meeting minutes from October 30 show that KTDFA discussed the preliminary approval in closed session. 

According to a legal notice published in the February 25, 2025, edition of the Messenger-Inquirer, the Kentucky Tourism, Arts and Heritage Cabinet will hold a public hearing on the proposal project on March 11.
