OPD: Voyeurism complaint leads to 2 college students from Spain arrested for child porn

Updated Jan. 29, 2025 — Upon further investigation of the other suspect, Alejandro Cuesta, the Owensboro Police ICAC task force discovered that Cuesta sent multiple child sexual abuse materials through the WhatsApp platform. OPD said detectives also found additional images of child sexual abuse material that were not initially known. As a result, the following charges have been added since Cuesta’s arrest:

  • Seven counts of distributing material depicting a sexual performance by a minor under 12.
  • Three counts of possessing material depicting a sexual performance by a minor under 12.
  • One count of possessing material depicting a sexual performance by a minor between 12 and 17.

An investigation into a voyeurism complaint led to two college students from Spain being charged with possession of child porn, according to the Owensboro Police Department.

According to a release from OPD, patrol officers received a voyeurism complaint on December 4, 2024, from a female student at Kentucky Wesleyan College. Authorities said the female student stated that a male individual — later identified as a KWC student Soufian Khaloufi Ouahbi, 22, of Spain — used his cell phone to film her while she was showering. 

Kentucky Wesleyan officials cooperated fully with officers investigation during this time, the release says. 

Eddie Kenny, KWC Vice President of External Relations, shared the following statement via email: “Kentucky Wesleyan College has been cooperating with the ongoing investigation by the Owensboro Police Department. As it is an ongoing investigation we have no further comment at this time.”

Officers contacted and interviewed Khaloufi Ouahbi, and his electronic devices were seized for analysis, according to OPD. Authorities said a search warrant was obtained and the voyeurism investigation turned when the discovery of child sexual abuse material was located. Owensboro Police Department Internet Crimes Against Children (ICAC) detectives then began an investigation into the possession of child sexual abuse material. 

According to the release, the forensic analysis revealed multiple photographs of child sexual abuse material, and a separate KWC student as a suspect. 

Authorities said that Khaloufi Ouahbi’s return to the U.S. from break, officers served an arrest warrant and charged him with:

  • Possession of Matter Portraying Sexual Performance by a Minor under 12 (5 counts)
  • Possession of Matter Portraying Sexual Performance by a Minor over 12
  • Video Voyeurism

OPD said the other KWC student has been identified as Alejandro Cuesta, 20, of Spain, and he’s been charged with:

  • Distribution of Matter Portraying Sexual Performance by a Minor under 12 (2 counts)
  • Possession of Matter Portraying Sexual Performance by Minor under 12

“Our specially trained detectives with the Owensboro Police Department ICAC task force will continue to target individuals who prey on children,” OPD said in the release. “These types of investigations may lead to the identification of other child predators or additional charges.”
