Carla Shelton, an administrative aide for the Owensboro Fire Department, was honored with the 2024 Cap Gardner Employee of the Year Award on Tuesday. Shelton has been with the fire department for more than eight years and was praised for her dedication, professionalism, and behind-the-scenes contributions.

Mayor Tom Watson presented the award, which recognizes exemplary service by a city employee, during the Owensboro City Commission meeting.

During the presentation, Watson shared excerpts from Shelton’s nominations, which described her as “a quiet force” and someone who often anticipates needs before they are expressed. Colleagues noted her commitment to learning everyone’s name upon joining the department and praised her ability to handle multiple responsibilities seamlessly.

Shelton expressed gratitude for the award, crediting her colleagues for their support.

“To those who selected me to receive this award, especially those who nominated me — being the only support person for the fire department can be hectic at times, but I’m blessed to work with a wonderful group of individuals whom I have the utmost respect for,” Shelton said. “They never hesitate to thank me for the job I do, and I’m proud to be a part of their family.”

In an interview, Shelton described the honor as “overwhelming” and noted the presence of her coworkers at the ceremony, including some who attended while off duty.

“I work with an amazing group. They never cease to amaze me — how they respond at the drop of a hat as soon as that alarm goes off,” Shelton said. “They’ve always appreciated what I do, but nominating me for this award went over and above.”

Shelton has served as the fire department’s administrative aide since October 2016 and has been a City of Owensboro employee for nearly 20 years.

The Cap Garner Award, established in 2007, honors the legacy of Cap Gardner, who served as Owensboro’s mayor from 1954 to 1958. Gardner was a World War II U.S. Navy veteran and a dedicated public servant. Each year, a committee selects a City employee based on nominations submitted by peers and supervisors.

Shelton’s name will be added to the permanent memorial located in Cap Gardner Park at 20th Street and J.R. Miller Boulevard.
