Kelley, 37, of the 1700 block of Virginia Ct. was charged Sunday with first-degree possession of a controlled substance (meth), possession of drug paraphernalia, possession of marijuana, first-degree possession of a controlled substance (meth; 2nd offense) and tampering with physical evidence.
