Gov. Andy Beshear has signed a bill to provide vehicle property tax relief. Daviess County PVA Rachel Pence Foster said via a social media post that the order essentially reverts inflated 2022 motor vehicle taxes back to what was paid in 2021. Refund checks will be sent to those who have already paid their 2022 vehicle taxes.
Beshear signed the executive order Wednesday due to the significant rise in vehicle property taxes owed. A similar measure was already in the works in the Kentucky legislature.
The governor said the abrupt adjustment warrants a change and under his order, for example, a Kentuckian will pay a tax amount similar to last year – if they own the same vehicle in the same condition and are living in the same county – and they will not pay taxes on the inflated value for the next two years.
Wednesday afternoon, Foster posted more details on the Daviess County PVA Office Facebook Page. That post reads, in part:
This is what I have learned since the order was signed.
1. Treasury will send refund checks, not County Clerk offices. Those refunds checks must be sent no later 180 days from today, according to the Executive Order.
2. Because of the Governor’s Executive Order, starting today through February 26, PVAs may adjust vehicle values to the corrected (2021) values. Clerks should continue to renew vehicles as normal.
3. Vehicle values will be updated in AVIS to 2021 values on Sunday, February 27.
4. While March notices have already been sent to vehicle owners, starting February 28, when the payment is processed, payments will be based upon the corrected (2021) value.
5. April notices will be sent with the corrected (2021) value for each vehicle.
